Check domain history
Look for previous topics, ownership changes, redirects, long gaps, spam, and abrupt repurposing. A domain that once had strong links may no longer have a coherent reason to publish its current content.
Check topical relevance
Relevance can exist at the domain, section, page, and paragraph level. A contextually relevant page on a broadly related site is usually easier to justify than a forced article on an unrelated domain.
Inspect content quality
Read the surrounding article. Look for useful writing, sensible internal links, real navigation, coherent authorship, and evidence the site is maintained for more than outbound link placement.
Review outbound links
A high concentration of unrelated commercial links can be a warning sign. Check whether the page links naturally to references and whether other pages repeatedly target unrelated money sites.
Use metrics carefully
DR, DA, TF, referring domains, estimated traffic, and keyword visibility are different measurements from different tools. Use several inputs rather than treating any one score as ground truth.
Evaluate the actual placement
Confirm the anchor, target URL, context, crawlability, and whether the link is marked sponsored/nofollow. A good-looking domain can still deliver a poor link.

Google's current spam policies identify buying or selling links for ranking purposes as link spam. Google also says paid advertising or sponsorship links can be legitimate when appropriately qualified with rel="nofollow" or rel="sponsored". Read Google's spam policies.
