Control vs editorial independence
PBNs and paid placements often provide more control. Earned and editorial links usually provide less control but stronger third-party independence.
Placement context
New articles, existing pages, private networks, directories, PR coverage, and partnerships create very different contexts. Evaluate where the link lives, not just what the format is called.
Risk and qualification
If a link is paid for advertising or sponsorship, Google recommends qualifying it with rel="sponsored" or rel="nofollow". Paid links intended to pass ranking credit fall under its link-spam policy.

Google's current spam policies identify buying or selling links for ranking purposes as link spam. Google also says paid advertising or sponsorship links can be legitimate when appropriately qualified with rel="nofollow" or rel="sponsored". Read Google's spam policies.
